Service Description

This service enables the registered Service Authority, Consultants, Contractors and Developers to request Infrastructure NOC for Road Projects, Network Service Projects, General Projects, House Connections and Building Projects Permit within Right Way (ROW)/ or within or adjacent to DEWA’s reservations / Premises before start of work through RTA E-NOC online system and/or availing through DEWA  as applicable.
The NOC types includes Design, Construction, Trail Trench, Service Information, Shop Drawing, and Design & Build

Service Limitations

Automatic cancellation of the NOC application from RTA E-NOC system for the following cases:

  • The customer fails to obtain NOC approvals for the online and manual NOC submission within 60 days.
  • The customer does not make the RTA E-NOC application on DEWA Customer Portal, with the RTA-NOC application reference number, within 7 working days.
  • The validity of NOC is 6 months from the date of issue and to be renewed within 15 days before expiry.

Mandatory Documents:
Depending on the project type and NOC application type, the NOC application should comply with the requirements of the Infrastructure NOC Submission Guideline and NOC Infrastructure Technical Manual; which can be found on DEWA portal.

Work within right of way

  • Apply for NOC online on the RTA system (e-NOC) through the link: (https://noc.rta.ae)
  • For online applications, customers should attach their requirements as mentioned in the NOC Submission Guidelines.
  • For manual application, get the online RTA reference number from e-NOC and upload the necessary documents on the DEWA Customer Portal at (https://crm.dewa.gov.ae/irj/portal/anonymous).

  • For projects within Right of Way (ROW), apply ONLY through Electronic NOC portal (e-NOC) of RTA.
  • For "Design and Build NOC" service, apply ONLY through Dubai Building Permit System “DBPS” of Dubai Municipality.

    * For the above scenarios, DEWA will receive proactively your request through digital integration, and it will be processed and completed seamlessly. No need to apply through DEWA channels.

  • For projects within or adjacent to DEWA’s reservations and premises, apply through DEWA channels.

What type of Infrastructure NOC application can I submit?

You can submit NOC’s that do not require RTA eNOC number and also NOC’s which are submitted in RTA eNOC system without attachments (Manual Version).

Are any attachments required while submitting an Infrastructure NOC application?

Yes, all Infrastructure NOC applications require attachments based on NOC Type and Project Type. For attachment requirements, please use Infrastructure NOC Submission Guidelines those are available on DEWA portal

What rules do I have to follow while filling in the Infrastructure NOC application?
  • Required fields must be filled in (required fields are either in red or marked with an asterisk *).
  • Enter only numeric values in numeric fields (e.g. P.O. Box)
  • Project Number, Project description, Subject Description, Project Type, NOC Type, and DLTM Coordinates should be filled

How will I know if there are data entry errors for my submitted Infrastructure NOC application?

Error messages will appear before the form can be submitted.

What happens to my Infrastructure NOC application after I successfully submit it?

The Infrastructure NOC application will go to Infrastructure Information and Permits Department (II&PD). All acceptable NOC applications will be processed for applicable Road Projects, Network Service Projects, General Projects, and House Connections Projects within the Right of Way, DEWA reservations and DEWA Premises (As applicable).

You will receive a confirmation message through SMS and an email upon successful submission with a DEWA reference number.

The service is dedicated specifically for project applications those require DEWA approval only e.g Shop Drawing, DEWA reservations and DEWA Premises, On Hold Areas in main applications

Will the Infrastructure NOC application be approved directly?

Before any decision is taken on Infrastructure NOC application, it will be processed by Infrastructure Information and Permits Department (II&PD) and on final stage will either be APPROVED or OBJECTED. In between processing if II&PD requires any clarification, technical comments will be sent.

Which are Incomplete Infrastructure NOC applications?

Any NOC submission which is not as per DEWA Infrastructure NOC Submission Guidelines is considered as incomplete application. To avoid incomplete submission, please use Infrastructure NOC Submission Guidelines available on DEWA Portal.

How can I resubmit the Infrastructure NOC applications?

To resubmit an Infrastructure NOC application, follow the following steps:

  • Login to DEWA CRM Portal https://crm.dewa.gov.ae/irj/portal/anonymous
  • Select “Track Your Applications” Under the Estimate Payment and Tracking
  • Provide the Search Criteria including the NOC No.
  • Click on Search
  • Click on Edit
  • Read the comments under Interaction History
  • Upload the attachments
  • Add customer notes
  • Click on the check box
  • Click on the Resubmit Tab
