Dubai Electricity and Water Authority (DEWA) recorded a 9% year-on-year increase in approved applications for no-objection certificates (NOCs) for infrastructure and information services during the first half of 2025. HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, has attributed the growth to the Marafeq Smart Feature, which streamlines NOC issuance, enhances co-ordination with other Dubai utilities and supports the delivery of top-tier government services. Since its launch, the Marafeq Smart Feature has facilitated the approval of 43,816 NOCs up to the end of June 2025.
Al Tayer highlighted DEWA’s investments in advanced artificial intelligence solutions to strengthen Dubai’s robust infrastructure, stimulate economic and social development, and support progress across key fields. These efforts align with the emirate’s urban and population expansion and contribute to its economic prosperity. The Marafeq Smart Feature reflects DEWA’s commitment to eliminate bureaucracy and deliver exceptional government services. It simplifies the NOC process from seven steps to three, and reduces processing times from 60 minutes to just 20.

The feature also provides contractors and consultants with live data valid for six months for DEWA project sites. Leveraging Geographic Information Systems (GIS), it replaces traditional offline DGN or CAD files with a secure smart link that enhances data protection and eliminates the risk of data loss. The feature offers detailed maps and service data, giving stakeholders reliable insights into DEWA’s infrastructure projects in Dubai.
