A delegation from The Dubai’s Supreme Council of Energy (SCE), led by HE Saeed Mohamed Al Tayer, Vice Chairman of the SCE, has met with a minister and representatives of the UK Government along with private businesses on Tuesday 18 Oct 2011. HE Ali Al Owais, Chairman of the Board of the Regulatory Supervisory Bureau for Water and Electricity, Nejib Zaafrani, Secretary General and CEO of the SCE and Waleed Salman, Chairman of the Dubai Carbon Centre of Excellence and Member of the SCE Member were part of the delegation. The SCE delegation’s meetings began at Her Majesty’s Treasury (HMT) with Doug Segars, Head of Infrastructure Finance and Henry Shennan, Joint Head, Energy Branch. Mr. Segars provided an overview and of the economic infrastructure’s planning and delivery and the involvement of the UK’s private sector, which is heavily involved in the energy sector. He outlined the UK’s experience over the last 20 years in the implementation of Public-Private Partnerships (PPP) and the UK PPP program, which the delegation found valuable for the SCE. Following the meeting with HMT, the SCE had a round table discussion in London with Norton Rose on Financial and Funding Mechanisms for PPP and other businesses to discuss and share best practices with several consultancy firms, banks, advisors and experts on PPP to gain further insights. Thereafter, the SCE delegation visited The Department of Energy and Climate Change (DECC) to meet the Rt Hon the Lord Marland, The Permanent Parliamentary Under Secretary for Energy and Climate Change, who provided an overview of the UK's overall energy strategy and plans to reform its electricity and gas markets to ensure security of supply. A detailed discussion took place on the UK’s Demand Management including its policy framework by Trevor Hutchings, Head of Strategy and Delivery at the Energy Efficiency Deployment Office. The SCE delegation outlined the Dubai Integrated Energy Strategy (DIES) 2030 and key implementation initiatives during their meetings with various parties. The delegation also discussed opportunities for significant multi-billion dollar investments and potential partnerships in Dubai’s energy sector as part of the DIES 2030 implementation.
